Gender budgeting (GB) is an essential instrument for creating gender equality and maintaining equity, especially for marginalized, refugees/ displaced people. Gender budgeting is still in its nascent state in policy making and is relevant only where women are concerned. This is in line with what has been set out in the Convention for the Elimination of all Forms of Discrimination against Women (CEDAW), the Sustainable Development Goals 2030, and the “Asian and Pacific Ministerial Declaration on Advancing Gender Equality and Women’s Empowerment” (2014). But this concept is not without its critics. Some critics’ questions are that GB reflects women’s needs only? who decides what are women’s needs? How to measure the needs of a family? In this discussion, we will discuss all these aspects of gender-responsive budget-making in the context of South and Southeast Asia.
